DVD Decoder Issues
Here
are a few facts you must know about DVD drives:

If
you have a DVD drive you will need either a Decoder card OR Decoder software
to be able to utilize the DVD functionality of your drive. One or the
other...not both.

You do not need a driver for the DVD drive. Windows
Media Player Version 7 and higher will play DVD’s if you have DVD
decoder software or DVD hardware decoder card
loaded. Otherwise you will need a 3rd party full version DVD software which
includes software and the decoder. Such titles include WinDVD or Power
DVD.

Toshiba (or any DVD manufacturer) do not make the
DVD Decoder software. It is regulated by the motion picture industry to play
back encrypted movies. The DVD-ROM drives that are sold on the market come
with a limited version of the DVD software. You get most of the functions of
the full version but do not get certain features such as zoom, widescreen
(16 x 9 ) view, or dolby digital 5.1 surround sound support. Customers can
usually upgrade for a minimal fee from the basic version to the full
version.
Here
are some other general procedures to try if you still have problems playing
DVD's:

Toshiba
does not make any DVD Decoder software. The DVD-ROM will only play movies
with a Decoder software. If you have a Software DVD decoder(ie;
PowerDVD,[www.cyberlink-usa.com) get the latest updates, They always have
updates(patches) to fix there Decoder software.

Make
sure your DMA mode for your DVD-ROM is enabled.

Please
get the latest updates for your motherboard Bus-Mastering chip-set(ie; via,
sis, ali). This controls your IDE port that the DVD-ROM is plugged into.

Also
get the latest driver updates for your video card.

Make
sure your DVD-ROM is not running in 16-bit mode(DOS). The drivers would be
loaded in the AUTOEXEC.BAT and CONFIG.SYS files, you will need to remark
them out(REM).

Turn
off all your anti-virus and screen saving programs while playing your movies
